Dave is entering his first year as the ACN-NUSC Director of Coaching. He currently holds a United States Soccer Federation “A” License and a NSCAA Coaches Diploma.  Before coming to Norfolk Dave has served on the Region 1 Girls ODP Goalkeeping Staff, and Delaware Olympic Development Staff.  During his time with the Delaware ODP Program, he was the Head Goalkeeping Coach, and in 2004, Dave coached the Delaware u 15 boys team to a Region 1 ODP Finals appearance losing to the eventual National Champion’s Eastern Pennsylvania.

From 2005 to 2009 Dave was the Technical Director for the Hockessin Soccer Club (HSC) in Wilmington, Delaware.  Before coming to the club, HSC had two teams win the Delaware Youth Soccer Association State Cup and represented the state at the 2004 Region 1 Championships.  By 2009, HSC had nine teams win the DYSA State cup and compete at Regional’s. In 2008 and 2009, HSC had more teams competing in the regional championships than any other club in the country.  Coach Scruggs started and directed the HSC Goalkeeping Academy, as well as directed many of the summer camps and other programs that helped develop HSC into the premier club in the state of Delaware.  Dave also serves on the Carolina Dynamo Senior Staff as a program and camp Director.

In 2009 as Head Coach at Glasgow High School, Dave helped the program to its first winning season in over 6 years.  From 2003-2008 Dave served as the Assistant Varsity Coach at Salesianum School in Wilmington De. During that time the Sal’s won 5 consecutive State Championships 2004 through 2008. Salesianum has been ranked nationally by the NSCAA in the top 20 High School teams for the last five years.  In 2006, Salesianum finished the season with a record of 20-0 and the 8^th ranked team in the nation by the NSCAA.  During his six years with the program, coach Scruggs helped produce 6 National and Regional All-American’s, 3 player’s earned Delaware State Player of the Year honors, and over 27 colligate athlete’s 12 of which are playing at Division 1 schools. 

Dave played collegiately at Yavapai College in Prescott, Arizona.  Yavapai is one of the top programs in the country as they have won a record seven NJCAA National Championships.  In high school, Dave earned Gatorade and National All-American honors in 1999, Regional All-American honors in 1998, and was named the Delaware State Player of the Year in 1999. As a youth, Dave was a member of the Delaware ODP program as well as the Region 1 team.
